The Underground is the closest thing to a "proper English pub" in Dubai.

Very close (behind our building) with really great restaurants, bars and an 80s club (not always great events but, hey, it's right here) and an awesome pool w/ bar access. I go there to treat myself.

For all my South African friends, get a steak and meat as good as anything back home - visit the Grand Grill in the Habtoor Grand. Also, watch Premier League football in Underground bar
