Not a zoo, but the Bear Center at WSU is free to just walk up to the fence and watch the bears. They are more active in the middle of the day, around their lunch time. They hibernate during the winter and I don't know if you can see them then.

WSU has a grizzly bear facility on the edge of campus where visitors can come and see the bears up close.
