Mill Ends Park is just 452 square inches and holds the Guinness world record for the world’s smallest park. It’s not totally clear if this park is dog friendly or not but I bet you can get away with it. “It really speaks to the quirkiness of Portland and its people and the history that we have here,” said Portland Commissioner Carmen Rubio, who oversees the Parks & Recreation bureau. “It just feels so special and quintessentially Portland.” The park was unofficially founded by the late Dick Fagan, a columnist for the Oregon Journal, who first wrote about it in 1954. He had a regular column called “Mill Ends,” named after the scraps of wood left over from a lumber mill, that highlighted odds and ends from around town. From the Journal offices, once located at what is now Waterfront Park, Fagan saw an empty hole in the median where a light pole was planned but never installed. For Fagan, that hole became a magical park. In his columns, he regularly wrote about the park and its leprechaun inhabitants. He hosted various stunts at the park over the years, including snail races and bagpiping concerts.

Mill Ends Park (sometimes mistakenly called Mill's End Park)[1] is a tiny urban park, consisting of one tree, located in the median strip of SW Naito Parkway, approaching esplanade along the Willamette River near SW Taylor Street in downtown Portland, Oregon, United States. The park is a small circle 2 ft (0.61 m) across, with a total area of 452 sq in (0.292 m2). It is the smallest park in the world, according to the Guinness Book of Records, which first granted it this recognition in 1971.[2]
