Use services such as Uber when using a car service. If you ask for a Cab make sure that you call the Cab company and you are provided with a password that you verify with the cab driver. Do not take cabs in the street.

I really think that Uber is the best option to move around in Bogota. Transmilenio is quite crowded and the public transportation is a mess. So I strongly recommend Uber as the best option to travel around.
